The Constitution should apply in full to the Territories and all rights, privileges, and responsibilities should be extended to the people and the governments within — especially unrestricted citizenship.
Territories need a path to Statehood.
If a Territory is never going to become a State, then there needs to be a path to separate the Territory from the United States.
